Tragic Misuse - Katori-class were training cruisers never meant for combat. 3 ships commissioned 1940-1941. Slow (18 knots), lightly armed, diesel-powered for long range. Designed to train naval cadets in peacetime. War forced them into combat roles - flagship duties, convoy escort, patrol. All 3 lost 1943-1944 (100% loss rate) - killed performing missions they weren't designed for. Katori sunk at Truk, Kashima by submarine, Kashi by submarine.
